SIERRA LEONE PEOPLE’S PARTY
PRESS RELEASE ON THE PRINTING AND CIRCULATION OF UNAUTHORISED AND FAKE MEMBERSHIP AND CONTRIBUTION CARDS
Freetown, 16th January 2016.
The attention of the Treasury Department of the National Secretariat of the Sierra Leone People’s Party (SLPP) has been drawn to certain unofficial and unauthorised documents that certain unscrupulous individuals have printed and put into circulation. The documents in question are:
(i) Contribution Cards bearing the signatures of only two National Officers, namely the National Chairman and Leader and the suspended National Secretary General respectively;
(ii) Membership Cards bearing like signatures; and
(iii) Receipts signed by persons purporting to be Party Officers authorised to sign and issue official receipts on behalf of the Party for payment of party dues.
None of the above-mentioned documents are the officially approved documents of the Party and anyone found to be in possession of them is liable to face a criminal prosecution. Such documents are not only unauthorised they are a complete forgery. They give the holders neither membership nor voting rights in any of the executive elections originally scheduled to start on 17th January 2016.
New official Membership and Contribution Cards, with accompanying Receipts issued by the Party as from 2014 onwards are the only authentic and valid documents granting membership and voting rights to the holders in the ongoing party executive elections. These valid Membership and Contribution Cards bear the respective signatures of the following three National Officers:
(i) the Current National Chairman and Leader, Chief Bai Shebora Somano Kapen 111;
(ii) the Suspended National Secretary-General, Sulaiman Banja Tejan-Sie, and
(iii) the current National Treasurer, Martha Kanagbo.
Apart from the documents bearing these three signatures, no other new documents purporting to be Membership and Contribution Cards are valid.
However, for the avoidance of doubt, with regard to the Old membership and Contribution Cards issued by the previous administration of the party up to and including 2013, such cards are also valid and do give voting rights to the holders provided they have renewed their monthly contributions since and are fully paid-up.
Returning Officers in the ongoing party executive elections are hereby warned to respect and comply strictly with the relevant provisions of the Rules and Regulations for the Conduct of Executive Elections approved by the National Executive Council (NEC) on 10th January 2016, in particular Clause 2(5) thereof. That Clause states emphatically as follows:
“Before conducting any election of the party, and in order to ensure the validity of the election, the Returning Officer shall first verify the identity and eligibility of voters, candidates, nominators and seconders. To be eligible, they must produce evidence of a valid membership card and accompanying receipts of payment of membership dues to the Returning Officer.”
